			<content:encoded><![CDATA[<p><strong>Vienna, 21 July 2010 &#8211; Speaking at the XVIII International AIDS Conference in Vienna, WHO experts today drew attention to the glaring disparities between countries in western and eastern Europe in providing access to HIV services for people living with HIV.</strong></p>
<p>&#8220;While HIV epidemics in western Europe are, with some exceptions, generally stabilizing, in many countries in eastern Europe, they rage out of control,&#8221; said Dr Andrew Ball, Senior Strategy and Operations Adviser in the HIV/AIDS Department at WHO headquarters.<span id="more-2656"></span> By the end of 2008, over 1.2 million HIV cases had been reported in the WHO European Region, with over 100 000 new infections during that year.</p>
<p>The annual number of reported new cases is relatively stable in the west (at about 20 000), but volatile and increasing in the east (at about 80 000). Overall, the European Region now has the fastest-growing HIV epidemic in the world.</p>
<p>In Europe, HIV is largely fuelled by injecting drug use; injecting drug users (IDU) comprise over 50% of people living with HIV in some countries. Moreover, large proportions of these people are co-infected with tuberculosis and hepatitis C. In many countries, IDU are often stigmatized and excluded from health and social services, including HIV treatment.</p>
<p>One of the most severely affected countries in the Region, Ukraine reported the largest annual number of new infections to date: over 15 000 in 2008. Ukraine has responded by distributing clean needles and syringes among IDU and establishing programmes for them, including opioid substitution therapy (OST). Evidence shows that OST improves the health of IDU by reducing their drug-injecting behaviour, which fuels the epidemic. Dr Olena Eschenko and Dr Natalia Nizova, of the Ministry of Health of Ukraine, said that treatment and prevention for drug users were proving to work in their country.</p>
<p>In western Europe, HIV has become relatively stable, for example, in Portugal, where it had once been a grave problem. &#8220;Brave moves to reduce the harm of drug use and deliver prevention and treatment to people who inject drugs has turned the epidemic around,&#8221; said Dr Henrique Barros, National AIDS Coordinator, Portugal.</p>
<p>&#8220;Glaring disparities in HIV/AIDS response between western and eastern Europe are unacceptable,&#8221; said Mr Nikos Dedes of Greece, Chairperson of the European AIDS Treatment Group. &#8220;More united action is required to limit the rapid spread of the disease and to improve treatment and care in eastern Europe.&#8221;</p>
<p>&#8220;HIV in Europe depends on the access to services in the east,&#8221; said Mr Martin Donoghoe, programme manager for HIV/AIDS, sexually transmitted infections and viral hepatitis at the WHO Regional Office for Europe.</p>
<p>&#8220;We also need to prevent the re-emergence of HIV epidemics in the west.&#8221;</p>
<p>Limiting the fast growth of HIV in Europe requires much more concerted action by all governments and their partner organizations across the WHO European Region.</p>

<p>Reassuringly almost a third claimed to already ride a bike or walk on a regular basis and another third said they would consider it. Currently 42% of the younger generation travel green but along with those who feel they are likely to, this figure could soon be well over 50%. <span id="more-2561"></span>A third of those with lower income regularly use green transport. Of those with higher income, 39% said they would not be switching to environmentally friendly transport compared to only a quarter of those with a lower level.</p>
<p>Parents were the least likely to be using green transport for everyday purposes, however, interestingly, they were the most likely to consider a change in this area of their lifestyle with 37% compared to only a quarter of those without children.</p>
<p>The results show that Brits could be well on the way to adopting environmentally friendly and healthier modes of transport. Furthermore, with the interest among parents this could be something which is passed on to future generations to create a greener Britain.</p>

<p>The hospital will accommodate around 35 hospital beds, three operating theatres and have ability of treating up to 4,000 patients per year. The hospital facility at the Asbru Enterprise Park, situated near Keflavik International Airport, will specialise in weight loss surgery, bariatric surgery and gastric bypass surgery.</p>

<p>Due to the close proximity with Keflavik International Airport, <a href="http://asbru.is/English/Health/">Asbru Enterprise Park</a> proves to be the perfect location for the hospital, alongside it’s already strong background in tourism. It is believed that up to 300 news jobs will be created by the development of the hospital, its related services and close tourism facilities.</p>
<p>In addition, the enterprise park also offers aviation training, Iceland’s first international data centre, geothermal research and academic programs at Keilir: Atlantic Center of Excellence. Asbru Enterprise Park is helping to push Iceland to the forefront of education, business development and entrepreneurship.</p>
<p>In 2006, the North Atlantic Treaty Organisation (NATO) abandoned its military base, leaving over 900 local people unemployed. Instead of focusing on the negative aspects of the departure, the local population looked at the opportunities and consequently established the Asbru Enterprise Park.</p>

			<content:encoded><![CDATA[<p><strong>The Sentencing Guidelines Council (SGC) has published a definitive guideline on the sentencing of corporations (rather than individuals) for corporate manslaughter under the Corporate Manslaughter and Corporate Homicide Act 2007 (CMCHA came into force on 6th April 2008) and health and safety offences which result in death contrary to sections 2 and 3 Health and Safety at Work Act 1974 (HSWA). </strong></p>
<p>Organisations can already be issued with an unlimited fine or be forced to improve safety in the workplace however the new guideline will also apply to health and safety cases other than corporate manslaughter cases where it can be proven that the offence was a significant cause of death and not simply that a death occurred. <span id="more-2138"></span>The guidelines mean that on or after 15 February 2010, companies which do not adhere to health and safety regulations and breach their duty of care towards employees will face punitive fines. The Sentencing Guidelines Council has said that fines for companies and organisations may be millions of pounds and should seldom be below £500,000.</p>
<p>It recommends that for other health-and-safety offences that cause death, fines from £100,000 up to &#8221;hundreds of thousands of pound&#8221; should be imposed.</p>
<p>Significantly, the levies will also apply to incidents which happened many years ago if it can be proven that firms committed gross management failures which resulted in injury or death.</p>
<p>Additionally the Courts will now be able to issue publicity orders requiring that companies detail any prosecutions in &#8220;virtually all cases&#8221; of corporate manslaughter.</p>
<p>Justice Minister Maria Eagle stated:</p>
<p>&#8221;Fines hit irresponsible companies in their wallet, but public image is also extremely important. Forcing corporations and organisations to publicise their conviction will be a powerful deterrent, making them think of the reputational as well as financial risk of not taking their health and safety responsibilities seriously.&#8221;</p>
<p>The use of publicity orders thought to be the first of their kind to be introduced in the UK, could compel companies to inform shareholders, customers and the local population (where prosecution involves local authorities, hospital trusts and police) of any such conviction, giving details of the case, the fine imposed and any remedial work that they have been ordered to carry out. A publicity order could also require the organisation to publish a statement via its own website or to place an announcement via the media.</p>
<p>A charge of corporate manslaughter can be brought against any organisation if:</p>
<p>the way in which an organisation&#8217;s activities are managed or organised causes a person&#8217;s death; and amounts to a gross breach of a relevant duty of care owed by the organisation to the deceased. A substantial part of the failure must have been at senior level.</p>
<p>The offence applies to all companies and other corporate bodies. It also applies to partnerships and to trade unions and employers&#8217; associations, if they are an employer, as well as to government departments and police forces.</p>
<p>The guidelines announced coincide with new research from the Department for Business, Innovation and Skills (BIS) indicating that small businesses are suffering from a lack of confidence and awareness of managing employment law.</p>
<p>The BIS study shows that almost a third (32%) of the total sample report feel confident in their understanding of employment law and their role as an employer but 34% of respondents feel employment law obligations are &#8216;not relevant&#8217; to their business and a further 20% report that they understand their obligations but worry about getting it right.</p>
<p>Experts estimate that there may be a dozen prosecutions each year, but the Health and Safety Executive states that managers can avoid this by regularly reviewing and updating their safety measures.</p>

The centre will also have to capability of treating up to 4,000 patients per year, housing around 35 hospital beds and three operating theatres.</p>

The cluster of health-related services at Asbru will be strengthened through the operations of the hospital, and this will attract even more diverse companies involved in medicine, treatment, health-promotion, research, education and the production of various health-related products, to name a few,”<br />

<p>Due to the Enterprise Park’s close proximity to Iceland’s International Airport, the location proves to be ideal for the new health care centre.
